Election Process in 2026

Presented to and Approved by the Board of Directors in December 2025

Whereas, ILACP Bylaws authorize the Board of Directors to set election procedures in a manner, at times, and under rules as determined by the Board of Directors,

Therefore, be it resolved, that the Board of Directors establishes the following process for elections to the ILACP vice presidency in 2026

  1. The Board of Directors recognizes that in 2026 the 3rd Vice President, Vice President at Large for Region 1, and Vice President at Large for Region 3 positions will be up for election.
  2. The deadline for filing to be a candidate is 60 days before the start of the Annual Training Conference. Whereas the Annual conference is scheduled for April 29-May 1, 2026, the deadline for filing to run for vice president in 2026 shall be the close of business on February 28, 2026.
  3. Eligible to vote, per the ILACP bylaws, will be all active members, retired members who are continuing to pay dues, and Life members as of the date of the election.
  4. If there is not more than one candidate for any office, there will not be an election, and the Board of Directors will declare the one candidate the winner, pending review by the Nominating Committee.
  5. There will be one election for 3rd Vice President, Vice President at Large for Region 1, and Vice President at Large for Region 3. The candidate for each position with the most votes will be declared the winner. The voting process below will be followed.
  • Electronic ballot will be prepared, with the names in the order of their filing dates. Notification to eligible voters will be made prior to the election, and they will be notified via email and in Command magazine, if published, about the time, dates, and manner of the election.
  • Electronic voting will begin at 12:01 a.m.Monday, April 27, 2026. A link to the ballot will be made available to eligible voters.
  • Voting will end at noon on Thursday, April 30, 2026.
  • ILACP staff will tabulate the results shortly after noon the same day, and the Executive Director will notify the Sergeant at Arms and the Executive Committee of the results.
  • Any disputes or concerns about the voting process will be resolved by the Executive Director and the Sergeant at Arms.
  • The association President and Executive Director will notify all candidates simultaneously and privately as soon as practical.
  • In the event of a tie vote for an elected position, a coin toss will determine the winner. Present at the coin toss shall be the individuals who are tied for votes, the Executive Director, and the Sergeant at Arms. If an in-person coin toss is not possible, it shall take place electronically, coordinated by the Executive Director.
  • Announcement of the results will be made to Annual Conference attendees either during the Thursday luncheon, during the Thursday afternoon session, or as soon as is deemed reasonable by the Executive Committee and Executive Director. Announcement to all members via email blast will follow. If there is not an in-person Annual Conference that week, an announcement will be made via email blast to all members.
  • Newly elected 3rd Vice President, Vice President at Large for Region 1, and Vice President at Large for Region 3, and the new Executive Committee will be sworn in during the Installation Banquet on Friday evening, May 1, 2026, at the Crowne Plaza Hotel. If an in-person banquet or similar celebratory gathering is not possible, the new Executive Committee will be sworn in at noon on Friday, May 1, 2026, at a location determined by the Executive Director and incoming president.
  • If the dates of the Annual Conference or other ILACP events have to be changed in 2026 for any reason, the dates for the election and swearing in of new officers as detailed in this document will be adhered to unless later modified by the Board of Directors.
