The Illinois Association of Chiefs of Police is bringing a new training session on the "Evolving Threat of AI" to three separate locations across the state. The training will be offered on the following dates from 9:30 a.m. to 3 p.m.:

Course Description: “The Evolving Threat of AI” workshop series is designed to provide concrete intel, tactical skills, and a community plan for law enforcement and police departments around the nation. The series is appropriate for Police Chiefs, Command Staff, and Community Engagement Officers alike. The workshop is divided into three components: [Part 1] Introduction Session Overview: This serves as an introduction to where AI capabilities are today, and their projections over the next few years. It will consist of an introductory lecture followed by some group exercises meant to acquaint command staff and other law enforcement individuals with the overall direction of AI development and how it affects the crime risk landscape. [Part 2] Model and Report Evaluations: Building Technical Skills Session Overview: This is meant to be a fast-follow more in-depth addition to the morning session where we’ll get people hands-on experience with LLMs and be able to go through threat intelligence reports from each of the major AI labs in more detail. We’ll go over details of specific reports from Google DeepMind, OpenAI, and Anthropic. [Part 3] Community Immunization and Preparedness Plans Session Overview: Deepfaked media of law enforcement and civilian interactions are an increasing threat for law enforcement agencies in a volatile environment of public opinion. There are post-hoc steps that can be taken, but there are also proactive community events and workshops that law enforcement can run to apprise their communities of these deepfake threats, both for community safety, but also to mitigate the effects of future AI deepfakes on law enforcement reputation. It is much easier to talk with the community about the possibility of false interactions being posted online before they happen. This also serves as an additional touch point for law enforcement agencies to build trust with the communities they serve and let them know that law enforcement is on the ball when it comes to AI and crime. Law Enforcement Community Engagement Officers will build-out AI safety workshops for their community, focusing on:
Learning Objectives: Provide Police Chiefs and Command Staff with critical intel on the emerging AI Risk Landscape. Build both situational awareness and tactical skills to combat major AI threats, including misuse by bad actors and loss of AI system control.
Speaker(s) Bio(s): Don Zoufal, Attorney Don is President of CrowZnest Consulting, Inc., a consulting firm in Chicago that assists law enforcement and security clients operationalizing the use of emerging technologies. Prior to forming CrowZ Nest, he held a series of high-level public sector safety and security posts including Deputy Commissioner for Safety and Security for the City of Chicago’s Department of Aviation, and First Deputy (second in command) for the City of Chicago’s Office of Emergency Management and Communications (OEMC). Additionally, Don served as General Counsel for the Chicago Police Department, Chief Assistant Corporation Counsel in the Chicago Law Department and Chief Legal Counsel for the Illinois Department of Corrections. Don has a Master’s Degree in Security Studies focused on Homeland Security from the Naval Postgraduate School as well as J.D., M.A.P.A., and B.A. degrees from the University of Illinois. He has been a Lecturer on emerging homeland security technologies at the University of Chicago in the Masters of Science in Threat and Response Management Program, at the Graham School, and has served as Legal Advisor for the Illinois Association of Chiefs of Police for the past 25 years. Don is currently the Artificial Intelligence Subcommittee Chair for the IACP Technology Committee. He has also written and lectured nationally and internationally on a range of security, law enforcement and technology topics. Changlin Li Changlin began his career at the Systemized Intelligence Lab at Bridgewater Associates for 5 years before joining Vowel.com (now acquired by Zapier) as a founding engineer for 4 years. Along the way he did a stint at the Recurse Center in New York City studying formal verification of software and then another stint at the Recurse Center with a focus on modern AI and AI safety. He holds an A.B. in Mathematics with a Secondary Concentration in Comparative Religion from Harvard University. Jonathan Lewin Jonathan Lewin is Deputy Director at the Cook County Department of Emergency Management and Regional Security. previously, he served as a Domain Lead and Emergency Management Specialist at the First Responder Network Authority (an agency of the U.S. Department of Commerce). Prior to that, Lewin was Executive Officer for Operations at INTERPOL Washington (an agency of the U.S. Department of Justice). Lewin retired as Chief of the Bureau of Technical Services for the Chicago Police Department (CPD) in 2020, concluding a 28-year career as a sworn member. He was also detailed as Managing Deputy Director for the City of Chicago's Office of Emergency Management and Communications. Lewin served as a board member and past Chair of the International Association of Chiefs of Police (IACP) Law Enforcement Information Technology Section and represented the Major Cities Chiefs Association on DHS SAFECOM and FirstNet’s Public Safety Advisory Council. He was named one of Government Technology’s Top 25 Doers, Dreamers, and received Technology Champion of the Year from the National Organization of Black Law Enforcement Executives (NOBLE). He has extensive local, federal, and international public safety experience and has served as a Subject Matter Expert and Peer Reviewer for the U.S. Department of Justice. A proud graduate of Chicago Public Schools, Lewin holds a BS in Administration of Justice from Southern Illinois University, an MA in Public Policy from Northwestern University, and an MA in Security Studies from the Naval Postgraduate School.
