ILEAP assessors to get stipend starting in 2022

The Illinois Law Enforcement Accreditation Program (ILEAP) continues to grow and be successful under the direction of Coordinator Jeff Hamer, the ILEAP Accreditation Council, and the Illinois Chiefs. Hamer is a lieutenant in the Macomb Police Department.

Today we announce that beginning in 2022, the Illinois Association of Chiefs of Police will begin paying its ILEAP assessors $400 each per assessment. That became possible with the ILACP’s adoption of its 2022 budget this week. Most of the assessors’ work is done on the PowerDMS electronic platform, and there is typically a two-day on-site assessment. Travel expenses for that are covered by the local municipality.

Assessors, who are assigned by Hamer, will have a choice of either (a) being paid personally for their services, or (b) having the Illinois Chiefs send the stipend to the assessor’s local department. The reason for that is that some assessors may be paid by their own agency as a service to the profession. So assessors will be asked to talk to their local agency about whether the stipend would go to the municipality to cover buyback expenses or other expenses for the assessor’s local police department or municipality. ILACP assumes that if an assessor has to use paid time off for assessment work or is retired, the stipend would go to the assessor personally. It’s all negotiable.

ILEAP was launched in 2008 and has been growing steadily. The program has relied on a pool of volunteer assessors in the past decade, but for continued growth in the next decade, it will be necessary to begin paying the assessors a stipend. “Certainly, we thank our loyal assessors, most of whom will continue to serve us and now be paid for those services,” ILACP Executive Director Ed Wojcicki said. “No amount of thanks would be enough to show our gratitude for what they have done, but I hope this helps.”
