Less Lethal Alternatives Device
Grant Application Announcement

In May 2023, the Illinois Criminal Justice Information Authority (ICJIA), pursuant to language in the Illinois State Legislature’s SAFE-T Act, posted a Notice of Funding Opportunity (NOFO) for the Less Lethal Alternatives for Law Enforcement Grant. This State-funded grant is designed to focus on two important areas. First, it will support the purchase of less lethal devices by qualifying agencies. Second, it will make funding available for less lethal alternatives training on topics such as de-escalation, cultural competency, trauma-informed response, and more.

In June 2023, ILEAS applied for this funding opportunity, focusing on Taser 7 and 10, and ICJIA accepted the proposal in August 2023. ICJIA and ILEAS completed a signed agreement in December 2023.

According to the manufacture Axon, the expected timeline for shipping and receiving Taser devices is approximately 120-150 days. This timeline goes beyond the grant deadline of June 30, 2024. As a result, ICJIA has requested the State re-appropriate grant funds for the next fiscal year beginning July 1, 2024.

ILEAS WILL LAUNCH THE APPLICATION MAY 20th 2024, in anticipation of the re-appropriation. Interested and eligible agencies should login to their agency’s home page on the ILEAS website where a link to the application is located. Applications must be submitted before the application window closes on Friday, June 7th, at 5 p.m. An agency does not need to be a member of ILEAS to apply.

Applications will be scored by a panel of law enforcement professionals and subject matter experts recognized by ILEAS, ILACP (the Illinois Association of Chiefs of Police), and ISA (Illinois Sheriffs Association). Agency award decisions may take several weeks depending on the number of applicants.

Agreements with Axon outside the specifics of this grant, as listed in the application, are not reimbursable. Additionally, if the grant is not re-appropriated, agencies will not receive an award.

Any questions may be directed to the LLA Grant Team. Their contact information is available in the LLA webpage on the ILEAS website.
